I will be a bit biased in this argument myself, figuring I grew up with Gen 3, but it was a great generation. Gen 3 seems to be one of the most discussed out of then generations, because usually it's either overlooked or bashed on by a good chunk of people. Gen 3 doesn't hold the record for my favorite region anymore, but it's still up there. That water was my first sense of exploration in a game. It's not overrated, but it's not underrated by any means.
I'm on the Gen 4 overrating bandwagon, though. Despite Gen 4 being the second generation of games I played, and the times of my action replay phase, I feel like it's overshadowed by 1,3,5 and 6. Team Galactic was extremely stereotypical, and Cyrus was really the only interesting character for me. Cynthia was cool, but that Garchomp gives me a grudge against her. The elite four were underwhelming at best, especially with the lack of different music. (After Gen 3, the first gen with actual Elite Four music, and it was amazing.) There were a lot of underwhelming pokes in gen 4 as well, examples include Purugly, Cherrim, Bibarel, Kricketune, Lumineon and others. Any poke I don't like from gen 4, I hate. I think the only good memory from my first Diamond play through was my first Crobat. HG/SS were remakes of the other gen I'm not a big fan of; Gen 2. Barely any grinding spots, disappointments such as Misdreavous, Sneasel and Murkrow. (All fixed, thank goodness.) Failure gimmicks such as Delibird, and the....whateveritis Dunsparce, the only reason why I like gen 2 a bit more than Gen 4 is the introduction of Scizor and Heracross.
