As we all know, i am a noob at building teams. But i think i may have made a team that actually works well and i have fun using it. I would change HP Dragon to Dragon Pulse...this team is quite interesting.

I'd swap Psychic for HP Fighting on Chandy. The only time he'll really need HP Fighting in UU is against a Houndoom (since Fire Blast and Energy Ball take care of pretty much everything else), and you need something to hit fighting and poison types (you have no other psychic moves, no flying moves, and only one ground moves)
I don't care much for that Heracross set (I much prefer a standard scarf-moxie set), but it's at least viable so whatever floats your boat. You might consider throwing a rapid spinner in there somewhere so he can come in after getting down to 1hp but it's not necessary.
I'd swap out Ice Beam for Blizzard on Kingdra (in addition to Rychu's suggestion)--it will DEFINITELY appreciate the perfect accuracy (+30%!) even if it has to trade a bit of power for it. Usually you only want to use low-accuracy moves like Thunder and Blizzard in the rain or hail, respectively, where they're boosted to perfect accuracy. (You may be thinking, what about Focus Blast? Well, that's a bit of an anomaly, because there's no lower-powered special fighting move with usable accuracy except HP fighting which is only 70 BP and many people find a drop from 120->70 too much to sacrifice whereas 120->95 is a bit more manageable. There is aura sphere, but hardly anyone gets it.)

Well, Fire blast is always going to be stronger because neutral 120 BP plus STAB = 180 BP, whereas super effective HP fighting = 70*2 = 140. And, there are no normal type pokemon that resist fire, except Bilbarel but even if an opponent actually brings one to a UU match, Chandy's got Energy Ball. There are psuedo-resistances in Snorlax with thick fat and Porygon2 with trace, but Heracross should be dealing with those two anyway since HP fighting won't gain much ground one way or another thanks to their huge bulk. And at least psychic has the same BP when super effective as a neutral STAB Fire Blast (90*2=180). But, he may prefer to hit dark types instead. It's not too much of a big deal. Another option altogether is to replace that moveslot entirely with Trick.

Hidden Power Fighting also hits Houndoom, but I strongly advocate using Trick over HP Fighting because it would cripple bulky normal types much more effectively than an unboosted HP Fighting.
I feel as if having both Close Combat and Reversal is somewhat redundant on Heracross. Perhaps Close Combat provides a solid fighting-type STAB before you're low on health, but Swords Dance or a coverage move would probably prove to be of greater use more often than not.
Other than the changes to Kingdra others have mentioned which you may or may not have already implemented, I don't have any other suggestions. It's quite the unorthodox team, but I could definitely see it working. Good luck.
