He wasn't. People didn't use him too too much when he didn't have his Dream World ability. Then Gen V happened. Garchomp was banned in Gen IV though. He "overcentralized" the metagame.

I don't remember Blaziken being banned in gen 4. :/ He wasn't, the Speed make Blaziken even more powerful then he was. He is pretty good without the speed, but with Speed Boost it overpowered him so much that he was pretty forced to be banned.

Garchomp really did do well in gen 4 though. Gen 5 though...he doesn't cut for uber.

Garchomp was banned in 5th Gen. for two years, and he finally is unbanned for good. (Hopefully.)

In my opinion garchomp is broken now, you can easily see alot of people running ice shard now days not to mention several ice pokemon are very common now like Kyurem-B, Masmoswine, Weavile. And even if not ice type ice shard is still common on several pokemon.

I don't think broken is the right word in the way you're describing it, but I agree. A x4 ice weakness is way too crippling to deal with in OU. Garchomp doesn't even have that wide of a movepool, so you can easily switch in him because it's kinda predictable.
He's great at what he can do, but he can't do much else. I think his new position in OU is perfect.
