It's really too bad that you won't be able to reach the reqs; hopefully you can get back into LC when you have more free time, because it's a great metagame.
First off, LC EVs are really messed up and you don't actually gain a stat point for every EV point, meaning there are more efficient spreads than 252/252/4. For example, on Ponyta, a spread of 236 Atk / 76 Def / 196 Spe will net you one more point in defense with no loss to your other stats.
Without a significant amount of support, Scarf Ponyta really isn't that effective. A Life Orb variant will allow Ponyta to punch massive holes in the enemy team and possibly sweep with its already high speed set. Flare Blitz and Wild Charge are good for coverage, while Return hits Chinchou for slightly more damage than Flare Blitz. Most Rock-types aren't actually that notable at the moment, and those that are (such as Tirtouga and Dwebble) will usually beat Ponyta regardless. A good option to replace Iron Tail would be Flame Charge, which will make it easier for Ponyta to sweep.
The ubiquity of Knock Off and powerful physical threats makes a CM set on Misdreavus very difficult to pull off; as such, even defensive Misdreavus appreciates Nasty Plot more for more damage on turn 2. Will-O-Wisp is usually superior to Thunder Wave because a burn is more detrimental to common Misdreavus switch-ins such as Pawniard and Munchlax.
The only notable poke Stone Edge really hits that High jump Kick doesn't is Larvesta, and it's not really worth giving up an entire moveslot for. In its stead, I would like to suggest U-Turn, which turns Mienfoo into an excellent scout and helps it take advantage of Regenerator.
Eviolite Porygon should always run Recover. Its phenomenal bulk allows it to wall a huge number of threats even with offensive EVs, and Recover is necessary for Porygon to do so repeatedly. Porygon is really unlikely to outright sweep with its low speed unless you're specifically using offensive Porygon, so Charge Beam is the most expendable of its current moves. Psyshock isn't going to be doing much to Meditite or defensive Mienfoo (the most common variant of Mienfoo), so a better idea would be to use either Shadow Ball for Misdreavus or Hidden Power Fighting for Pawniard.
Stone Edge really isn't hitting very much at all when used on Gligar, since a STAB Acrobatics after Berry Juice has been activated hits pretty much everything you would use Stone Edge on except Archen. Knock Off has been gaining popularity on Swords Dance Gligar recently because you can use Knock Off to get rid of the Eviolite on Porygon, Slowpoke, Archen, and numerous other Gligar switch-ins and switch back out, allowing you to sweep the next time you get a chance to Swords Dance since these Pokemon will be unable to wall Gligar if they don't have an Eviolite. Alternatively, Substitute lets you reliably activate Berry Juice against a greater number of threats while also easing prediction and being a great move in general. Since Intimidate will impact Gligar's sweep more than poison, Hyper Cutter is usually the superior ability on offensive Gligar.
An un-STABed Thunderbolt really isn't that threatening coming off of Koffing. On the other hand, Will-O-Wisp allows Koffing to mess with a bunch of top-tier threats such as Mienfoo and Gligar, and is honestly probably Koffing's most effective move against walls that often switch in, such as Slowpoke and Porygon. Toxic is not a good idea because then it will be harder for Koffing to check offensive pokes. Clear Smog is usually more useful than Haze to deal with Calm Mind Swirlix, but Haze allows you to mess around with SubSD Gligar, I guess.
A quick tip for using Koffing before Swirlix gets banned is that if you see a Swirlix on the opposing team, make sure to keep Koffing absolutely healthy until the opponent sends out Swirlix, or it's not going to be fun, since as it is, Koffing seems to be pretty much your only Swirlix check. Hopefully this won't be an issue once the suspect test ends.
As for your overall Pokemon choices, I have personally experienced a huge amount of success with every one of your Pokemon except Porygon because I don't like Porygon. I commend your choice of Koffing in particular; I actually used Koffing to complete the LC Dark Horse challenge.
